Can anyone confirm that improved and unimproved real property has something to do with whether or not there's a house built on a piece of land?

Or does it mean something completely different. Five of my six dictionaries are coming up blank and the one that does says it's likely wrong.

Err, here in Cali as I remember it doesn't have to be a house per se. Improvement can mean a fence, a well, a barn, a road or probably even that the owner went in and cleared brush so it isn't a fire hazard. It links to the tax assessment: anything that ups the property tax is an 'improvement'.
